Luzerne County Inmate Population Overview
The Luzerne County inmate population has two main local meanings. The county-run population is held at the Luzerne County Correctional Facility on Water Street in Wilkes-Barre. That jail receives people arrested by municipal police, Pennsylvania State Police, sheriff warrant personnel, and other agencies whose cases move through the Court of Common Pleas or one of the county's magisterial district courts. The state-prison population physically located in the county is different. State Correctional Institution Dallas is a Pennsylvania Department of Corrections prison for sentenced male inmates, not a booking jail for new county arrests.
Counts rise and fall for different reasons. The county jail count is driven by arrests, bail decisions, court commitments, short county sentences, holds, probation or parole actions, and releases. The SCI Dallas count is driven by state sentencing, DOC classification, transfers, specialized housing, and statewide capacity decisions. A Luzerne County inmate search should keep those systems apart from the start.
Luzerne County Inmate Population Statistics
The strongest published numbers in the research are the current planning figure for the county jail and the DOC monthly population report for SCI Dallas. A June 23, 2026 Luzerne County Council agenda search result referenced a current correctional-facility population of around 443 inmates. The current public county correctional page did not publish a rated-bed capacity, average daily population, annual booking count, or demographic table. Those missing figures should not be guessed.
| Measure | Figure | Source / Date |
|---|---|---|
| Luzerne County Correctional Facility current population | Around 443 inmates | County council agenda search result, June 23, 2026 |
| County jail rated capacity | Not located in current official county pages | County correctional page reviewed in research |
| SCI Dallas population | 2,064 | PA DOC monthly population report, May 31, 2026 |
| SCI Dallas capacity | 2,165 | PA DOC monthly population report, May 31, 2026 |

Luzerne County Jail Population Trends
Luzerne County publishes useful jail operating pages, an audit, and meeting materials, but the research did not locate a current public dashboard with average daily population, annual bookings, average length of stay, or a multi-year demographic table. The trend record therefore has to be framed as partial. Older facility-board material showed much higher one-day population examples around 705 to 707 in 2010 and 2011. The June 2026 planning reference is lower, but it is not the same as a formal annual average.
| Year or Date | Population / Data Point | Notes |
|---|---|---|
| June 23, 2026 | Around 443 current inmates | County council agenda search result used as a planning figure |
| 2024 | No ADP located | County audit gives corrections expenses, not jail population |
| 2011 archive example | 705 total population | Historical facility-board record, not current trend data |
Who Is in Luzerne County Custody
The county jail houses more than one type of detainee. Research from the visitation schedule shows male and female general population units, protective custody, administrative segregation, lock-up classifications, infirmary housing, juvenile male and female categories, M Block, and floor or dayroom labels. Those classifications are not a public demographic table, but they show that the Luzerne County inmate population includes pretrial detainees, county-sentenced inmates, people held for court, and special housing classifications.
SCI Dallas is a separate male medium-security state prison. Its DOC page lists special needs, therapeutic communities, veterans services, dormitory-style housing, senior life enhancement, restricted housing, 17 housing units, and 51 operational structures. The PA DOC May 31, 2026 report lists 1,722 Dallas general-population inmates, 62 AC restricted-housing inmates, 42 DC restricted-housing inmates, 99 therapeutic-community inmates, and 103 infirmary inmates.
Luzerne County Jail Capacity
The current county correctional page does not publish an official rated capacity for the Luzerne County Correctional Facility. Older local material has described a design capacity around 500, but the research instructions treat that as non-official unless supported by a current county source. Pennsylvania county-jail standards define capacity and require policies for admission, release, classification, housing, visitation, mail, commissary, health care, reporting, and investigations.
SCI Dallas has clearer data. The PA DOC monthly population report listed Dallas at 2,064 people against a 2,165 capacity as of May 31, 2026, or 95.3 percent of capacity. That is a state-prison measure. It should not be used as the county jail's capacity or crowding rate.
Laws on Luzerne County Inmate Records
Pennsylvania law explains why some jail and court information can be requested while other arrest-related records are limited. The Pennsylvania Right-to-Know Law starts from a presumption that state and local agency records are public unless an exemption or other law allows withholding. Agencies must route requests through open-records officers, and Luzerne County publishes a Right-to-Know process for county records.
Key Statutes:
65 P.S. Section 67.101 et seq. - Pennsylvania's Right-to-Know Law governs requests for many state and local records.
18 Pa.C.S. Chapter 91 - CHRIA separately controls dissemination of criminal-history record information.
37 Pa. Code Chapter 95 - Pennsylvania county correctional standards cover jail policies, classification, reporting, and investigations.
Search Luzerne County Inmates
The official county correctional page has a quick-link labeled Inmate Lookup Tool, but the research found that it points to Pennsylvania's state locator rather than a static Luzerne-only jail roster in the page text. That matters. The PA service page says the DOC locator is for state-sentenced inmates and parolees, is updated daily, and does not include county-facility inmates. For a fresh county arrest, start with the Luzerne County Correctional Facility phone line and county records process, then use UJS Case Search for charges.
- Start with the Luzerne County Correctional Facility page and call 570-829-7741 for current county custody questions.
- Use the Pennsylvania DOC locator when the person may be sentenced to state prison or under DOC supervision.
- Search Pennsylvania UJS Case Search for charges, docket numbers, bail events, and court dates.
- Register with PA-SAVIN/VINE for custody-status notifications when notification is the goal.
- Use BOP or ICE systems only when the person may be in federal or immigration custody.
Luzerne County Lookup Fields
The county jail public pages do not publish a confirmed public roster field list. The jail mail policy proves that a booking number exists because incoming mail must include it. The state locator and court portal do publish useful search fields.
| System | Useful Fields | Best Use |
|---|---|---|
| County jail records | Name, booking number if known, arrest date, arresting agency | Current county custody and records requests |
| PA DOC locator | Last name, first name, inmate number | State-sentenced inmates and parolees |
| UJS Case Search | Participant name, docket number, OTN, complaint number, incident number, county | Charges, bail, hearing dates, dispositions |
County Jail vs State Prison
Many search errors come from using the wrong custody system. The Water Street jail is the local booking and detention point for Luzerne County arrests. SCI Dallas is a state prison for sentenced DOC inmates. A person can move from one system to the other after conviction and sentencing.
| Question | County Jail | State Prison |
|---|---|---|
| Run by | Luzerne County Division of Corrections | Pennsylvania Department of Corrections |
| Who appears | Pretrial detainees, county-sentenced inmates, holds, court commitments | State-sentenced inmates and DOC-supervised people |
| Lookup path | County correctional phone, records request, PA-SAVIN, UJS for charges | PA DOC inmate/parolee locator |
| Facility in county | Luzerne County Correctional Facility | State Correctional Institution Dallas |
State Federal and ICE Search
For state-prison custody, use the Pennsylvania Inmate/Department Supervised Individual Locator or the official PA locate an inmate service page. For federal custody, use the BOP Inmate Locator, which covers federal inmates from 1982 to the present. For immigration custody, use the ICE Online Detainee Locator System with an A-number and country of birth or with biographical details.
The U.S. Marshals Service Middle District of Pennsylvania, based in Scranton, may be part of federal pretrial custody routing for Luzerne County cases. That is not the same as a public county jail roster. BOP and ICE locators are custody locators, not booking-photo galleries.
Luzerne County Detention Facilities
Only two active detention facilities were resolved from the facility map. No active BOP, ICE, or U.S. Marshals detention facility was located inside Luzerne County in the official facility sources reviewed.
- Luzerne County Correctional Facility - county jail for pretrial detainees, county-sentenced inmates, holds, and local court commitments.
- State Correctional Institution Dallas - Pennsylvania DOC medium-security state prison for sentenced male inmates.
Luzerne County Records Requests
When an online source does not answer the question, use the county's Right-to-Know request process and the open-records officer list. Court-related records are routed to court administration. District Attorney records use the DA Right-to-Know page, with Carl Frank listed as DA Open Records Officer. Requests should be specific: full name, date of arrest, booking number if known, arresting agency, docket or OTN if known, and the exact record sought.
CHRIA, juvenile rules, investigative exemptions, privacy rules, expungement, limited-access records, and security concerns may limit what is released. A denial or redaction is not the same as proof that no arrest or custody event occurred.

Current county custody should be verified with the jail and records channels.
Where are court charges after booking?
Use Pennsylvania UJS Case Search for docketed charges, bail, hearings, warrants, dispositions, and sentencing. Jail booking information and court records can differ because prosecutors may amend, withdraw, add, or reduce charges after the arrest.
