State Correctional Institution Dallas is the only active Pennsylvania DOC state prison located in Luzerne County in the official sources reviewed. It is a medium-security institution for males at 1000 Follies Road in Dallas. It should not be described as a booking facility for people just arrested in Luzerne County. Those county detainees start with the Luzerne County Correctional Facility if the court commits them to local custody.

The DOC facility page lists 26 acres inside the perimeter, 1,307 acres outside the perimeter, 51 operational structures, 17 housing units, and an average of 685 employees. Special features include a special needs unit, therapeutic communities, veterans services, a dormitory-style housing unit, senior life enhancement programs, and restricted housing units.

SCI Dallas Programs

SCI Dallas has substantial state-prison programming. PA Correctional Industries operates a mattress factory and a garment factory. The mattress plant produces foam, innerspring, and polyester mattresses along with pillows, curtains, and privacy panels for DOC, state hospitals, and state parks. The garment plant makes T-shirts, sweatshirts, polo shirts, and robes for DOC and state hospitals.

The Community Work Program uses three to eight inmates depending on availability for litter pickup, painting, cleaning, floor stripping and waxing, event setup and tear-down, and landscaping. The Reentry Service Office works with inmates within 18 months of minimum or release date and offers information and services such as life skills, budgeting, and digital literacy workshops.
